Commercial property valuation for San Diego assessment review
Your Sorrento Valley R&D building is assessed above what it would have sold for on the lien date. Can you appeal, and when must you file?
Separate the filing process from the evidence needed to examine the property on the relevant date.
Start with the assessment notice, APN, type of assessment, and date in question. A current asking price or a broad office-market headline does not by itself establish the building's lien-date value. The appeal decision belongs to the assessment process, not to the appraisal.
For the Sorrento Valley building, identify the actual use, tenant improvements, lease obligations, and dated condition issues. If a proposed lab conversion is unfinished, distinguish that plan from the property's condition on the valuation date.

What the cited rules address
Section 51(a) generally compares factored base-year value with full cash value on the lien date, subject to its exceptions (California Revenue and Taxation Code 51). A tax-roll value is not itself a market-value conclusion for an individual building.
Section 1603 describes the written assessment-appeal application and filing periods, including exceptions (California Revenue and Taxation Code 1603). A valuation report does not file the application or establish that a reduction will follow.
The County page, checked October 5, 2026, lists the 2026 regular filing season as July 2 through November 30 and identifies an informal review from the Assessor’s Office at no charge (San Diego County assessment appeals, 2026 update). Confirm which deadline applies to your notice. The county process is separate from ordering an appraisal.

A tax-roll value or recorded sale is something to investigate, not an appraisal conclusion. The APN does not establish legal use or identify every ownership right.
